CONTEXTO E OBJETIVO DA TAREFA:

WFP Mozambique is implementing a strategy that aims to strengthen the climate resilience and economic inclusion of vulnerable communities. This strategy integrates ecosystem-based adaptation, productive safety nets, financial solutions and services, to promote resilient livelihoods and inclusive food systems, in alignment with national programmes and policies.

The Programme Policy Officer focusing on Livelihoods and Ecosystem Restoration will contribute to the development, coordination, and monitoring of livelihood and ecosystem-based interventions. This includes ecosystem services assessments, supporting the design of nature-based solutions, and advancing livelihood programming, while ensuring alignment with WFP’s Country Strategic Plan and government frameworks.

ACCOUNTABILITIES/RESPONSIBILITIES:

Support the rollout of livelihoods, ecosystem restoration and productive asset creation interventions within productive safety net, early recovery and community resilience programmes.

Providing technical support field teams, partners, and government stakeholders in implementing Nature-based Solutions and climate smart livelihood activities.

Support the design of ecosystem services studies and socioenvironmental assessments to inform early recovery and resilience building interventions.

Provide support in designing community based-Nature-based Solutions and productive assets creation interventions for early recovery and resilience building through cash/food for work modalities.

Coordinate the strengthening of market linkages between vulnerable communities and formal buyers through aggregation systems, quality improvements, digital platforms, market linkages asset creation and structured market engagement.

Lead efforts to reduce post-harvest losses by promoting improved storage technologies, and basic processing at community and cooperative level, in line with WFP market-oriented approach.

Ensure integration of gender, youth inclusion, nutrition, and social cohesion across livelihood and ecosystem-based activities.

Support Field offices in overseeing partner activities under Field Level Agreements, ensuring compliance with deliverables, timelines, and quality requirements.

Support government institutions to integrate ecosystem-based adaptation and climate-smart livelihoods into planning processes and climate adaptation frameworks.

Assist in strengthening coordination mechanisms through the Climate Change Resilience Working Group and the UN Cooperation Framework, ensuring coherence and alignment with national multisector planning and policy frameworks.

Contribute to monitoring and evaluation of livelihood and ecosystem-based initiatives by developing and applying appropriate indicators and tools.

Contribute to resource mobilization efforts, including drafting of technical inputs for funding proposals for livelihoods and ecosystem-based adaptation interventions ensuring alignment with national policies.

Support preparation of analytical reports, donor briefs, and programme documentation on ecosystem services, livelihoods, and climate resilience.

Document lessons learned, good practices, and success stories for learning, advocacy, and resource mobilization.

Support identification and development of partnerships with government entities, research institutions, UN agencies, NGOs and private sector to enhance ecosystem-based adaptation and livelihood outcomes.

Perform any other related duties as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

Has gained experience in implementing technical programs (i.e. Livelihoods climate change, etc.).

Has implemented programmes and provided input into designing operations.

Has provided input into policy discussions and decisions.

Has experience in liaising with government partners.

Has experience with different climate adaptation approaches such as community/ecosystem-based adaptation, climate smart agriculture, market linkages and post-harvest loss management as well as gender, youth, nutrition, and social cohesion across integration

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced University Degree in one of the following fields: Agriculture, Environmental Sciences, Economy, International Affairs, Social Sciences, Natural Resource Management, Agroecology, Climate Change, Rural Development, or other field relevant to international development assistance, or First University Degree with additional two (2) years of related work experience and/or trainings/courses.

Experience: At least 1 year of postgraduate relevant experience working with livelihoods and ecosystem restoration interventions.

Knowledge & Skills:

Sound knowledge of project cycle, programme and resource management, humanitarian principles and tools, programmes and transfer modalities.

Knowledge and experience of design ecosystem-based adaptation and climate-smart livelihoods interventions.

Ability to explain projects and operations to counterparts and to communicate with Government and partners clearly and effectively, both orally and in writing.

Ability to translate understanding of programme principles into relevant, effective, and context specific approaches.

General knowledge of UN system policies, rules, regulations and procedures.

Languages: Fluency in both oral and written communication in both English and Portuguese. Capacity in at least one local language desirable.
