Fundo


 


O PNUD oferece soluções programáticas, políticas e de financiamento integradas para alcançar os Objetivos de Desenvolvimento Sustentável (ODS). Nesse contexto, o PNUD criou uma Rede Global de Políticas (GPN), uma rede de especialistas técnicos, tanto locais quanto globais, que abrange uma ampla gama de áreas do conhecimento e apoia as soluções emblemáticas e as capacidades organizacionais previstas no Plano Estratégico. O Escritório de Políticas e Apoio a Programas (BPPS) e o Escritório de Crises (CB) são os dois escritórios principais da GPN.


 


Nesse contexto, o recém-criado Núcleo de Governança, Estado de Direito e Consolidação da Paz (GRP), uma iniciativa conjunta com o Escritório de Políticas e Apoio a Programas (BPPS), oferece liderança e serviços de consultoria para ampliar o impacto do PNUD na governança e na consolidação da paz, garantindo a integração da governança democrática e dos direitos humanos na resposta e recuperação de crises. O Núcleo visa construir um portfólio integrado em colaboração entre o Escritório de Governança e Consolidação da Paz e o BPPS, além de estabelecer parcerias com diversas partes interessadas, incluindo o Sistema das Nações Unidas, instituições financeiras internacionais, sociedade civil e o setor privado. 


 


Through Local Action, the GRP Hub seeks to contribute to peace and development, achieving a visible impact on communities and improving lives by delivering integrated solutions that harness global expertise and partnerships. The Local Action Unit works closely with local and regional governments as key development players, highlighting their role as public service implementers, as drivers of innovation and the closest institution to people. 


 


Local and regional governments are already responsible of over 65% of the SDG targets, most of them linked to basic service provision from water, sanitation, mobility, climate action, health or education. Cities and territories are playing a big part on the implementation of SDGs, that are becoming a new tool for strategic planning and budgeting in the mid to long-term. Since 2015, local governments and their associations have been increasingly active in promoting the SDGs through advocacy, working with their local population and partners in transposing the spirit of Agenda 2030 in cities and territories. Local Governments have also started to use SDGs as a strategic framework to deliver better and more innovative public services linked to SDG targets and indicators. As part of the SDG Local Action project, UNDP is one of the implementing partners of the Mayors Challenge, a global initiative to reimagine the most essential services that cities deliver to residents.


 


Within this context, for the strengthening and formalization of the fish value chain in Muave and surrounding urban markets, ensuring: Reduced post-harvest losses, Improved quality standards, Increased income generation, Sustainable and inclusive business models, Integration with urban infrastructure investments, the SDG Local Action project is seeking to recruit a Project Clerk to support the implementation of the 2025 Mayors Challenge in the city of Beira, Mozambique, one of the winners of the 2025 Mayors Challenge. The Productive Relocation Project based on the Fish Value Chain in Beira aims to implement an integrated model of productive relocation and climate resilience, relocating vulnerable coastal families from Praia Nova to Muave city areas, while strengthening the fish value chain, building resilient housing, and promoting inclusive economic development aligned with the Sustainable Development Goals (SDGs). 


 


Duties and Responsibilities


 


Scope of work


 


Under the supervision of the Project Supervisor, Beira Mayors Challenge the Project Clerk will:


 


A. Provide field and stakeholder support by:


 


Assisting in collecting data and and following up on all project field activities related to the fisheries value chain;


Supporting communication and coordination with fishers, traders, processors, cooperatives, and other local stakeholders;


Assisting in organizing meetings, consultations, and site visits with relevant actors.


B. Support data collection by:


 


Assisting in collecting and organizing basic information on fish production, processing, handling, and commercialization;


Supporting the compilation of simple field data and market information for decision making and project implementation;


Assisting the technical team in identifying operational issues affecting project activities in the field..


C. Support value chain activities by:


 


Supporting project activities aimed at improving fish handling, hygiene, and product quality;


Assisting in activities related to reducing post-harvest losses and improving basic market practices;


Supporting the implementation of simple livelihood and value addition activities under the guidance of the project technical team.


D. Support training and logistics by:


 


Assisting in organizing training sessions, workshops, and awareness activities for fishers and other value chain actors;


Supporting the preparation and distribution of training materials and guidance documents;


Helping maintain attendance lists, activity records, and other supporting documentation..


E. Support Documentation and reporting


 


Maintaining organized records of field visits, meetings, and project activities;


Assisting in preparing simple summaries, activity notes, and supporting inputs for project reports;


Supporting documentation of implementation progress, challenges, and lessons learned at field level.


F. Support knowledge sharing 


 


Make sound contributions to knowledge networks and communities of practice.


The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

The Fisheries Value Chain Project Clerk will report directly to the Project Analyst, Beira Mayors Challenge.

Education:


 


Minimum education requirements


 


Secondary education is required; or


A university degree (bachelor´s degree) in Fisheries, Aquaculture, Agribusiness, Rural Development, Economics, Business Management, Marine Sciences, will be given due consideration in lieu of the advanced university degree. 


Experience:


 


Min. years of relevant work experience


 


Minimum four (4) years (with secondary education) or one (1) year (with bachelor’s degree) of relevant professional experience in operational support or technical assistance in fisheries, aquaculture, agribusiness, or related development projects; work with fishers, cooperatives, producers, traders, or local market actors; support to community-based livelihoods or local economic development activities.


Required skills


 


Experience in data collection, compilation, and reporting;


Proficiency in Microsoft Office applications, including Word and Excel;


Desired skills in addition to the competencies covered in the Competencies section


 


Experience supporting community engagement and stakeholder coordination activities;


Experience working with development projects, NGOs, municipalities, or international organizations;


Experience related to fisheries value chains, post-harvest handling, fish marketing, or livelihoods support;


Experience and knowledge of the local fisheries context in Beira and surrounding areas.
